Sort of like your hips, but not really because your shoulder is more complex in my opinion. Because it is more mobile, when ever your bend your elbow - your shoulder changes from internal rotation to external rotation.
Raising your arm with your thumb towards your body is considered internal rotation, but once your bend it (ex. Gomukhasana), all of a sudden it becomes external rotation because your humerus and forearm rotates in different directions. Magic.
Otherwise - similar concepts because your body is a system so it would be the most efficient if different parts of your bodies followed similar patterns.
💡 Transformative tips:
1/ External rotation is usually paired with flexion & abduction
2/ Internal rotation is usually paired with extension & adduction
3/ External rotation usually means you're opening up your chest
